Metro Manila also needs citizens’ voices. Filipinos usually want a strong executive, a single leader, to solve their problems for them. But most megacity problems could not be solved that way, de la Peña reasoned. The most effective cities have very strong citizens’ voices and are allowed to engage with policymakers.

Residents should start asking where they want to be and what things were working to make the megacity livable. This would guide the decisions they would rally their leaders to make.
